Team Biographies

Matthew Howard

Board Director at Large

Matthew graduated from West Point in 2012 with a degree in International Relations, going on to serve in the US Army as an Explosive Ordnance Disposal Officer. Matthew left the military at the end of 2017 and began working in Silicon Valley supporting data center construction and operation programs while founding Bomb Techs Without Borders and leading as the CEO for five years. Matthew truly setting the organization up for success and continues to serve on the Board of Directors. When not at work, he can be found hunting for bugs with his goddaughter or playing with his dogs Ash and Josie or his horse Bentley.

Kevin Moultrie

Chairman of the Board

Kevin is deeply passionate about using his skills to make the world a place where no one has to live in fear of explosive hazards in their communities. After serving as an EOD Officer in the US Army, Kevin spent years in the construction and infrastructure fields managing projects and implementing quality assurance programs. He resides in California and loves camping and roadtrips with his wife and their two dogs and cat.

April Hannah Olsen

Chief Executive Officer

As a seasoned Technical Program Manager with extensive experience in both large companies and startups, April brings invaluable leadership and insight to the BTWOB team. With a proven track record of building successful teams and programs from the ground up, she has been instrumental in driving growth and innovation. A co-founder and CEO of BTWOB, April provides strategic direction for the organization, leveraging her expertise to drive impact. Her dedication to the cause is unwavering, as evidenced by her commitment to being in-country since the start of the full-scale invasion by Russia into Ukraine. April resides in San Francisco and enjoys practicing meditation, yoga, and exploring new destinations through travel.

Ali Chouhdry

VP of People

Ali graduated from the West Point in 2012, serving in the US Army as an Armor Officer. Ali left the military and joined Meta, Inc., as a Technical Program Manager supporting Infrastructure and Privacy programs. Ali is a co-founder of BTWOB, and as VP of People, Ali oversees the recruitment, onboarding, and well-being of our global cadre of volunteers and staff. A voracious reader and lover of canoe-camping, Ali lives in Denver with his bird Colonel.

Michael Scanlon

Board Director at Large

A graduate of the United States Naval Academy, Mike began his career as a helicopter pilot. After transitioning to the civilian world, he began a new career as a Program Manager overseeing complex projects for tech companies and large foundations. As a member of the Board, he advises BTWOB on long-term strategy and direction. A resident of San Francisco, Mike is an enthusiast of public infrastructure, including trains and parks.

Dr. CJ Cowlin

Board Director at Large

Dr. CJ Cowlin has built a varied and unique career as an altruist in many fields from bomb disposal, medicine, and academia. A former US Navy EOD tech since 1980, CJ has spearheaded programs for the greater good around the world for decades and is the founder and CEO of Platinum East. As a Board Director, CJ oversees BTWOB’s academic research programs and drives partnerships with key agencies and stakeholders. He takes a hands-on approach to his work, often taking Board meetings from remote villages and traversing countries on his motorcycle.

Saili Dharia

Board Secretary

Saili is currently a Technical Program Manager at Meta, Inc., focused on building the logistics for testing products and service prototypes before they are launched in the market. She comes from a small town in the coastal region of Ratnagiri in India known for its GI tagged mangoes. Her family thrives on building community and a culture of giving, and she gained her first NGO experience working with her parents. She now lives in San Francisco and is an Indian classical dancer and urban watercolor artist, engaging in new forms of traditional Indian art styles which are being forgotten. She enjoys reading, musicals, and hiking—recently even hiking to the Everest base camp and the Salkantay trail to Macchu Picchu.

Wesley Wood

VP of Information Technology

A graduate of West Point, Wes has built a strong career in business and IT. A full-time IT Program Manager, Wes oversees complex development projects for high-profile business clients. At BTWOB, Wes coordinates our cybersecurity and infrastructure engineering, building the foundation for our global ordnance knowledge management systems. A resident of Colorado Springs, Wes is an avid trail runner, mountaineer, skier, and rock climber.

Tony Salvo

Head of Branch - BTWOB Ukraine

Tony Salvo is a highly experienced EOD technician and humanitarian who has conducted UXO and IED clearance operations and training programs in the US Army and for commercial and NGO actors in Iraq, Syria, and Ukraine. As Head of Branch, Tony oversees all activities of BTWOB in Ukraine and leads training and support of our local national partners there. Tony is a world leader in military ordnance knowledge, including co-authoring the ARES Arms & Munitions Classification System (ARCS).

Maryna Hontaruk

Deputy Director - BTWOB Ukraine

Maryna is a resident of Kyiv, Ukraine, where she has worked as an English teacher for young Ukrainian professionals looking to master a second language. After the Russian invasion in 2022, Maryna began volunteering to support her country and joined BTWOB as a linguist, and later Deputy Director, working alongside international EOD technicians to train Ukrainians and manage the administrative functions of the Ukraine branch. In addition to her skill supporting bomb technicians, she is also a talented actress.

Rich Hanna

VP of Data & Analysis

Rich retired from the Navy after 20 years of service as a diver and Special Operations officer (EOD) and has spent the last 10 years in Director level leadership positions in various e-commerce tech companies and startups. A graduate of the Darden School of Business, Rich brings experience in both business and military data analytics, large organizational leadership, strategy development, and weapons counter-proliferation. He has a fondness for writing and is a frequent contributor to BTWOB technical publications.
